TÜV/HU System

This script adds a comprehensive TÜV/HU (vehicle inspection) system for all motorized vehicles. Every vehicle must undergo a regular technical inspection, valid for 24 in-game months. The inspection evaluates the overall vehicle condition based on damage and wear and returns three possible results: passed, minor defects, or failed. A re-inspection can be performed if the vehicle fails.
